About FCC Environment at Willerby

FCC Environment is one of the UK’s leading recycling and waste management companies, operating over 100 sites nationwide. The site is located at Albion Lane/Albion Way (HU10 6TS) off the A164, and currently operates as an established waste management facility and includes an In-Vessel Composting Facility, Aerated Static Pile compost maturation area and supporting infrastructure. The proposed development of the Waste Recovery and Transfer Facility represents a significant, long-term investment at the site.

Willerby Site Details

A new Waste Recovery and Transfer Facility is proposed on the existing waste management site. Positioned next to Westfield Road, the proposal would:

  • be used to receive, manage, sort, bulk and transfer waste from the existing household waste recycling centres and kerbside collections across East Riding of Yorkshire
  •  receive residual household and commercial waste which would either be delivered directly or via the existing waste transfer facilities.
  • carry out pre-treatment of waste prior to energy recovery, including shredding.
  • allow for the storage and bulking of a range of waste streams (including street sweepings).

Alongside the new facility, the proposals include:

  • A dedicated HGV parking and skip/container storage area, improving how vehicles are managed on site
  • Upgrades to the weighbridge and site office/welfare area, including improved parking and accessibility

Whilst not part of the planning application, FCC are also continuing to look at improvements to the existing Aerated Static Pile compost maturation area as part of their ongoing investment in the site. Currently, FCCs preferred approach is to retain and enhance the current ASP facility within its existing location, ensuring continued operational efficiency while delivering environmental and operational improvements.

Access and Operations

Vehicles will access and exit the site via the existing main entrance on Albion Lane, which connects to the A164. The existing internal access road would provide a connection to the Waste Recovery and Transfer Facility. All waste imports and exports will be transported by road, and a Transport Assessment will be submitted as part of the planning application to assess vehicle movements and site operations.

The facility is designed to manage up to 125,000 tonnes of waste per year. The proposal is anticipated to create a number of temporary construction jobs during its development, followed by up to 8 permanent jobs on the site, once operational. This is in addition to the 13 jobs safeguarded by this investment.

Environmental Considerations

FCC Environment is committed to minimising environmental impact. The majority of waste would be handled within an enclosed building, supported by fast-acting doors and dedicated ventilation systems to minimise odour and air quality impacts. There will be external storage of wastes, but these will be limited to waste wood, soil and rubble and street sweepings which do not have the potential to generate malodours.

The development will be subject to detailed assessments covering noise, air quality, transport, landscape / visual, flood risk / drainage, heritage  and ecology, as well as environmental permitting requirements regulated by the Environment Agency. Biodiversity enhancement measures will also be incorporated into the scheme.
